Decision Management Associates (DMA) was co-founded in 1989 by University of Southern California graduates – Jas Dhillon and Tom Watkins. The company grew organically, successfully serving a blue-chip roster of Fortune 100 clients between January 1996 to December 1996 in the areas of strategy, product innovation, joint venture development-operationalization, and program management. Customers included market leading Internet Companies (e.g. Pacific Bell Internet Services), wireless and wire-line carriers e.g. Vodaphone AirTouch Plc, LA Cellular Telecommunications, AT&T Wireless, GTE-W, GTEL-GTE, GTE Hawaii and GTE-SW, electric and gas utilities (e.g. PG&E, Southern California Gas, Southern California Edison), and large government organizations (Los Angeles Metropolitan Transportation Authority, City of Los Angeles, Port of Los Angeles, Los Angeles Police Department, Los Angeles Sheriff’s Department and a number of federal government agencies. In December 1996 Jas sold his ownership stake in DMA to Tom Watkins in order to found and become CEO of BlueLine Online inc. – one of the very first Internet Software-As-A-Service companies. Under Jas’s leadership BlueLine Online Inc. developed and launched ProjectNet, PrintNet and MarketNet, an award-winning suite of project collaboration and e-commerce services used by top tier global infrastructure, engineering and commercial construction industry leaders including The Bechtel Group, General Electric Power Systems, Duke Energy, Oderbrecht, ABB, Brown and Root, Webcor, Gensler, and WATG to name a few. BlueLine Online inc. operated very successfully for five years and was subsequently acquired by the Sword Group.
